Horizontal equity refers to the social members who have equal need for health resource receive the same [7]; vertical equity emphasizes individuals with different levels of need can receive appropriately different amounts of health resources ([8]).
Horizontal equity means that persons with equal needs have equal access to care, whereas vertical equity means that those with unequal needs (e.g. people with a low socioeconomic position and increased morbidity risks have more needs) have appropriately unequal (advanced) opportunities to access health care.
While 92.8% of respondents thought everyone in their country should have equal access to needed medical services, 44.1% thought that health care resources in their country were not distributed fairly, 23.6% considered that they were not given enough means to treat their patients fairly, and 50.5% did not agree that everyone in their country had equal access to needed medical services (Table 2).
When evaluating the degree of equity, indicators of need are considered; in an equitable system those with equal need will have equal utilization rates (horizontal equity) and those with less need will have lower utilization rates (vertical equity) [ 7].
If people's health needs are of equal importance and their treatment would be equally effective, then, all other things being equal, they have equal moral claims to have those needs met; they and their health needs deserve equal moral concern and satisfaction.
