Until recently, cultivation of medical marijuana has not been closely regulated in any California cities. "Our real goal is to eliminate a lot of the public problems stemming from illegal and unregulated cultivation," said Dhar Mann, an Oakland businessman who plans to apply for one of the permits if the proposal passes.
The big Wall Street firms "would have to be closely regulated to make sure they don't fail," he said.
Some sunscreens already claim to be "broad spectrum," but these claims haven't been closely regulated by the FDA.
As it entered the 1980s, India could not have been more closely regulated, sheltered or taxed, nor the attitude of its political elites more inimical to enterprise.
"This is the wild west for cognitive enhancing devices," says Julian Savulescu, an ethicist at Oxford University who co-authored a report in April warning that many of the devices currently sold for enhancement purposes had not been closely regulated.
"Neuroscientists are cautiously optimistic about the prospects of using tDCS in some clinical populations and healthy adults, but it should be noted that many of the devices currently sold for 'enhancement' have not been closely regulated," said Hannah Maslen, the first author of the report.
Caroto has closely observed how children draw.
"They might want to consider having a diet or low-calorie drink if they like the taste". Artificial sweeteners are closely regulated and have passed the necessary checks to be used in foods.
