The Sixth Amendment provides that the defendant shall have the right to a trial "by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law.
The provision requiring that the jury be drawn "of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law" is known as the Vicinage Clause.
