The centralization that everyone now despises exists primarily because decentralized authority failed in crisis after crisis & for all its inadequacies the central govt. has bee more effectiven, less corrupt & more humane than local govt. And the central govt has done more to safeguard the rights of individuals & minorities than most local govts.
