IHHP impact studies have shown that although the community is adequately aware of the harms of smoking, the prevalence of smoking has remained unaltered in spite of educational and legislative interventions.
For mental health outcomes, future self harm, and substance use there was evidence of a dose-response relation with lifetime self harm at age 16 years; the prevalence of each outcome was highest among participants who had self harmed with suicidal intent, lowest among those with no history of self harm, and approximately midway between the two for those who had self harmed without suicidal intent.
All told, auditors had completed final reviews on just 14percentt of all files, making it difficult, the GAO said, "to reliably estimate the prevalence of harm".
