In this article, we propose a new handover strategy using partial reliability extension of SCTP and Moving Average Convergence Divergence (MACD).
The obtained results show that our handover strategy comfortably meets the requirements of the ITU-T Y.1541 recommendation for highly demanding applications and ITU-R report M.2134 for high-speed handover.
As previously mentioned, the RMPA handover strategy satisfies the IEEE 802.16 handover specification.

One of the main challenges to this achievement, which actually represent a key contribution of our article, is the design and analysis of different handover strategies.
The HHO mechanism, unlike similar ones used in 3 G technologies such as HSDPA[8], is highly efficient and has the potential to minimize handover overhead and achieve a handover delay of less than 50 ms. Nevertheless, soft handover strategies obviously offer significantly better handover performance compared with HHO.
In fact, it does not implement any handover strategies for HetNet, it does not allow the application of different access policies to the HeNB, it offers only a weak support for the quality of service (QoS) management[17] (e.g., only simple scheduling strategies, such as Maximum Throughput and Proportional Fair, have been developed at the MAC layer).
Last but not least, the level of integration of the IP mobility support (at flow level) with multi-hop addressing and routing mechanisms adopted by SILVIO, and the detailed analysis of different handover strategies, are also novel contributions of this article.
