They have less chance of getting decent work - they can't access government jobs, for example – and are more likely to be reliant on UN handouts, says Kamiya.
"There is plenty of help available to those who need it, but nobody goes to you offering handouts," says Alan John, a former deputy editor of The Straits Times.
It leads in the creation of jobs paying social-security contributions, says Hanns-Ludwig Brauser of metropoleruhr, a development agency.Last year's decision to phase out coal subsidies by 2018 meant "breaking free" from a mentality shaped by heavy industry and handouts, says one local economist.

Moreover, pensions are considered employees' property, not employer handouts, said John H. Langbein, a Yale University law professor and pension-law expert.
"Historically, we are all dependent on the government and ruling party for handouts," said Haruki Suminoya, head of the Erimo fishermen's cooperative.
"Airlines, like all the other firms in the U.S., are notorious for being crybabies, always looking for government handouts," said E. Han Kim, a professor of finance at the University of Michigan School of Business Administration.
"If we do not discontinue this, we basically support a policy of creating a nation of beggars and people who live on handouts," said Finn Reske-Nielsen, who coordinates United Nations relief operations in East Timor.
"Wall Street won't invest in these plants because they are too expensive and unreliable, so Senator McCain wants to shower the nuclear industry with billions of dollars of taxpayer handouts," said Daniel J. Weiss, who heads the global warming program at the Center for American Progress Action Fund, a liberal research group.
"I feel there is more potential to rescue and sustain a company like the White Plains Performing Arts Center from the private sector than to go back to the public sector and try to depend on handouts," said Mr. Weiss, who has managed nonprofit arts organizations for 25 years, including a five-year stint at an Off Broadway theater.
