The F.C.C. is responsible only for radio and broadcast television, where to be labeled indecent, material must "describe or depict sexual or excretory organs or activities" and be patently offensive to contemporary "community standards" -- a guideline with debate built in.
What's far from clear, though, is whether all it has done with this new imminent-threat rule is replace one constitutionally suspect guideline with another.
