This study uses a mixed method approach guided by our conceptual framework (Fig. 1), with questionnaires collecting quantitative data and in-depth interviews providing qualitative insights.
Development of the questionnaire was guided by our conceptual framework [ 18], literature review, and existing barriers questionnaires developed for use in other settings [ 22- 25].
Guided by our conceptual framework and parallel to the work of Proctor et al. (47) on types of outcomes in implementation research, we have defined adoption, FOI, and sustainability as implementation outcomes, and stakeholders' satisfaction as a client outcome.

Guided by the framework for context-based evidence-based decision-making, the overarching question for our study is, "What is the influence of contextual factors on the uptake and application of evidence by provincially-mandated prenatal record review committees?" The main unit of analysis for this case study is the prenatal record revision process within each province/territory.
Our method is mainly an extended design of an existing algorithm, which was guided by a framework of performance evaluation.
Our review was guided by the conceptual framework presented in Figure 1, which is adapted from a health governance framework proposed by Brinkerhoff and Bossert [ 13].
