Alessio Bruni, an Italian committee member, became angry as he accused the British government of watering down the UN convention against torture when issuing guidance to intelligence officers dealing with overseas agencies known to employ torture.
The government also published rewritten guidance for intelligence and military personnel on how to deal with detainees held by other countries, which it said would make clear they must never take any action where they know or believe torture will occur.
The report urges the government to: Rewrite its guidance to intelligence officers who are trying to obtain information from prisoners held by states with poor human rights records, as there is still a risk it could result in people being tortured.
In a statement to MPs, Mr Clarke said the guidance for intelligence agencies on detention and torture was "inadequate" in the immediate aftermath of 9/11 and "it is now clear that we were in some respects not prepared for the extreme demands suddenly placed on them".
David Omand joined Davis and fellow MP Tom Watson in signing a letter last November calling on the government to disclose its guidance on intelligence-sharing where individuals may be targeted by covert strikes.
The affair highlights once again the lack of democratic oversight and guidance for our intelligence organisations - the three intelligence services, the defence intelligence staff and the coordinating and analytical machinery in the cabinet office.
