The new information, in a coast guard document reported by Italian newspapers, confirmed that Captain Schettino did not call the coast guard after the collision, but spoke instead to the Costa Cruises office in Genoa, and gave no indication that the ship was in danger of sinking until just after it had run aground.

The Veridian Corporation, which makes software the federal government uses to guard classified documents, said yesterday that it had agreed to buy the Signal Corporation for $227 million in cash and notes to increase domestic-security sales.

The official memorandum, held at The National Archives in London, describes the unit's primary role: "T-Force = Target Force, to guard and secure documents, persons, equipment, with combat and Intelligence personnel, after capture of large towns, ports etc. in liberated and enemy territory".
Massucco said the situation was created by a change in the guards, with the navy taking over from the army, resulting in a fresh inspection which led the new guards to remove documents they found "disturbing".
