The area has long been home to many of the state's legal and quasi-legal marijuana production operations, but law enforcement authorities have maintained that it also has been a haven for the grow operations of Mexican drug cartels.
Robert Duncan moved from Los Angeles to Northern California in 2010 to manage marijuana growing operations for a collective of medical marijuana dispensaries.
Because of ambiguities and discrepancies in the law, what Samuels refers to as "legal cultivation limits" can easily mean a grow operation of five hundred plants bringing tax-free revenues of one and a half million dollars.

A lifelong resident of Humboldt County, he funds a number of growing operations, ranging from a large underground bunker to smaller outdoor plots of fewer than a hundred plants.
That will address the negative environmental impact of illegal growing operations, said state Sen. Mike McGuire (D-Healdsburg), author of one of the bills.
Although he's overseen grow operations for a number of dispensaries, this plant came from his personal collection.
Sheriff Margaret Mims of Fresno County said several Mexican drug cartels were involved in the growing operations and that most of the people arrested are Mexican citizens.
