"grass roots communication" is a correct and usable phrase in written English.
It refers to communication that takes place among the general public or at a local level, rather than being controlled or initiated by a higher authority. An example of using this phrase in a sentence could be: "The success of the community project was largely due to effective grass roots communication, as neighbors came together to discuss and plan the initiative."
Notwithstanding the fact that an organization successfully rebuts the presumption, a mass media communication described in this paragraph (b)(5)(ii) is a grass roots lobbying communication if the communication would be a grass roots lobbying communication under the rules contained in paragraph (b)(2) of this section.
