From the Jockey Club to the Graded Stakes Committee to the Breeders' Cup, racing is made up of powerful, fiercely independent organizations that will resist the authority of a strong central voice.
By prohibiting race-day furosemide in the 2-year-old races beginning in 2012, the Breeders' Cup is moving at a snail's pace in concert with the Thoroughbred Owners and Breeders Association, (TOBA) whose graded-stakes committee has taken an identical step.
But recent actions taken by both the Breeders Cup and American Graded Stakes Committee have moved the United States closer to most of the world.
With the actions of the Breeders Cup and American Graded Stakes Committee since his post, it looks there will have to be some changes in U.S. horse racing.
If all else fails, most departments have processes in place to appeal grades to committees.
