To ensure the professional operation and safety of the program, it directs the CIA director to issue written policies to govern the program, including guidelines for CIA personnel.
"In reality, Pennsylvania would end up shouldering all of the costs by 2015, but have no authority to govern the program".
China also lacks the fundamental legal framework to govern the program, said Hu Jiye, a professor who studies pension finance at the China University of Political Science and Law.
The U.S. Department of Health and Human Services also said that another 30,000 current Medicaid recipients in the city would be eligible for additional services under a five-year waiver from rules that govern the program.
Ultimately, though, it is up to Congress to change laws that govern the program, since in most cases, practices that workers may claim as abusive are not necessarily illegal as the law is written.
The other set of rules released govern the program for states that are on board with the new regime.
Even the legal opinions governing the program are still squirreled away in a safe in Vice President Dick Cheney's office.
Under the final rules governing the program, the S.E.C is allowed to dish out heftier awards to employees who first report securities violations to corporate compliance departments.
The law governing the program specifies that "no taxpayer funds shall be used for payment of benefits," a provision Ms. Sebelius said was "nonnegotiable".
