US security services later denied it was "The Beast" that got stuck, saying "it was a spare limo, carrying staff and support personnel".
On the streets, big utility trucks — "the ones that shouldn't be getting stuck anywhere" — were getting stuck, said a spokesman for Pepco, a local utility company.
