It feels to me that the government is at risk of oversimplifying the needs of adoptees: any child going through adoption has a complicated set of circumstances, but over the last few years there has been more acknowledgement that love isn't enough, that there has to be more understanding of the child's ethnic and other needs at the centre of the story.
In addition to these results, the reflection about the demographic transition process that we are going through can encourage the adoption of some strategies by the government and professionals seeking to promote happiness for retirees.
Karen Reed from the Guernsey Family Placement Service said: "If a gay couple, lesbian couple or unmarried heterosexual couple want to go through the adoption process, one of them can adopt and the other can be given a parental responsibility order.
Just because the adoption has gone through doesn't mean that the family is fixed.
But some lawyers still advise the nonbiological parent to go through the adoption process anyway.
That might sound like a small matter, but it's not: If your name doesn't appear on your child's birth certificate, you have to go through costly adoption proceedings.
"For the babies who come into the hospital, we have no way to know whether the mother would have tried to go through an adoption agency to legally relinquish the baby, or if this is a person who would have left a baby by the roadside," she said.
Shelter representatives assist with the animal deliveries, and "If someone is interested in adopting a kitten they can 'claim' it and then go to the shelter later that day or the next day to go through the adoption process". There are some caveats to UberKITTENS: Most participating shelters prefer to deliver the kittens to offices, rather than homes.
Georgia, Kentucky, Louisiana, Missouri, Ohio and South Dakota also are changing their practices to allow married gay couples to go through the adoption process together.
"It's unlikely someone will go through the adoption process and pay to do some rituals with the cat," Whitman said.
And people too poor or marginalized to go through traditional adoption routes should be allowed to raise their families without fear of their children being seized arbitrarily by the police.
