The phrase "getting rotten" is correct and usable in written English.
You can use it to describe something that is in the process of deteriorating, either in quality or condition. For example, "The tomatoes have been getting rotten faster since the hot weather."
"We have too many dead and the bodies are getting rotten".
Without net neutrality, the result would be "much better quality from the Fox News site and you'd be getting rotten service from the mom and pop sites".
