"It's in the contract that staff gets free coffee.
And getting that staff person there to agree to track [a patient] down and tell him to call us.
Those unable to care for themselves are more likely to have limited access to water and rely on the facility's staff to get that access.
"I got that from the young staff," she said.
"Now that's hit the wider, extra-curricular activities because staff have got that much less time and energy," says Mr Hill.
