[It can trade] more high frequency than you so they can get faster information from the order book and they deliberately [don't] place your order and they can do arbitrage during the [delay] time.
"We can leave messages for common-place queries so people can get fast access to that information, and if there is a problem it becomes very visible to us.
Designers can get faster — and more — information online.
In particular Eric Schneiderman highlighted services that allow traders to get faster access to information.
Long-range Wi-Fi, 3G, satellite or other wireless communications devices from Iran's neighboring countries or even the Persian Gulf could be used to get faster and better information in and out of Iran.
"Getting fast and accurate information to the public in a major incident or terrorist attack really could make a life-saving difference," noted Commander David Martin, who oversees emergency planning for the Metropolitan Police Service, in a statement.
Moreover, the French get faster Internet service: ten times faster for downloading information, and twenty times faster for uploading it.
"We are not getting good, fast information from Canada," said a W.H.O. official who spoke on condition of anonymity.
