Yet rising public demands which cannot be met by the state are a recipe for frustration, generating disillusionment with incumbent office-holders, or, if discontent spreads to becomes more diffuse, with the way that the regime works, or even, ultimately, with the promise of liberal democracy ideals.
The result is a winner-take-all economy that may strike top management as fair but generates widespread disillusionment among the rest of the workforce.
