The question now is whether the court will uphold that consensus — as we hope — or will further limit affirmative action.

But this time, rather than merely condemning protectionism, the G-20 should go further and take affirmative trade-creating and trade-liberalizing actions.
The court ruled that municipalities could not exclude affordable housing and, further, had an affirmative obligation to write zoning laws that provided for a "fair share" of such housing based on growth, job opportunities and income.
