Taylor Pendergrass, a senior attorney with the New York Civil Liberties Union, said the creation of the unit was a welcome advance, but stressed the reality of the day-to-day functioning of the scheme would be key.
To demonstrate that multi-application smart card technology can be reconciled with the principles of data protection legislation, in particular with the requirements that personal data be processed fairly and lawfully,2 three technical solutions will now be analysed and commented upon.3 The first two solutions will relate to the role and functioning of the scheme's application providers.
