"fully understand it" is a correct and usable phrase in written English.
It can be used in any sentence where someone wants to express that they have a complete understanding of something. For example: - "I studied the manual for hours and now I fully understand it." - "It took me some time to fully understand it, but now I see how it works." - "Can you explain that concept again? I want to make sure I fully understand it."
