General Odierno said that most of the troop reductions will occur with natural attrition, but if "full sequestration occurs," then the Army will have to cut more officers, including colonels, lieutenant colonels and captains.
But, after years of Democratic complicity in prioritizing deficit reduction over job creation, it was hard for them to say anything except that the deal was better than full sequestration and that it proves Democrats and Republicans could get "something -- anything" passed.
Severe obesity was apparently associated with total sequestration (full retention) of the TCDD body burden in a subject 17 years of age, with moderate initial body burden (about 2,800 ppt in serum lipid and 7,600 ng TCDD in the body) and with continued elimination in a second subject, 22 years of age, with a higher initial body burden (about 4,800 ppt in serum lipid and 56,000 ng TCDD in the body).
And there is urgency here; it takes landscapes 30 years to reach their full carbon sequestration potential.
It may be too early to gauge the full effect of sequestration, but a few reports suggest it has hurt the economy, or at least kept it from growing.
"Some unhappy compromises had to be struck to make it happen," commented Harry Stein and Michael Linden, of the Center for American Progress, "but the Murray-Ryan deal is certainly a better choice than further damaging our economy with another full year of sequestration".
The agreement falls short of a full repeal of sequestration, but pro-science lobbyists expressed optimism, saying that the new budget is certain to be an improvement over the previous status quo.
"While full repeal of sequestration is our ultimate goal, today's action by Congress represents a positive step toward restoring funding for lifesaving biomedical research supported by the National Institutes of Health (NIH)," said Carrie Wolinetz, president of the advocacy group United for Medical Research, in a statement.
There is also growing concern that an advocacy community that collectively pushed for a year for a full repeal of sequestration may now become fractured into separate fiefdoms, with different organizations protecting their own funding.
