The construct of action competence is a complex system including, among other things, intellectual abilities, domain-specific knowledge and strategies, motivational tendencies, and volitional control systems, all of which components are required to fulfill vocational demands (Weinert 2001).
In the early 1990s, both MEC [ 5] and CINAEM (the Brazilian Inter-Institutional Committee for the Evaluation of Medical Teaching) discussed this situation and found that doctors lacked the necessary competence to fulfill the demands and expectations of society [ 5, 6].
