"The governor created the central tool we need to divide school aid fairly, which is the foundation formula," said Billy Easton, executive director of the Alliance for Quality Education, which has lobbied for increased school aid for New York City.

If school districts were required to pay the same proportion that K-12 foundation formulas require and costs for providing service are the same as the per pupil spending typical in New York, state taxpayers would bear $883 million in costs and local taxpayers would bear $1.1 billion for expansion of pre-k to all four-year-olds.
Under the law passed last March, the money for vouchers would take an increasing share of the "minimum foundation program formula," which determines the state and local financial support for school systems.
Some groups, like the Statewide School Finance Consortium, also argue that the foundation aid formula is flawed in a way that causes the most impoverished schools to lose out.
This law enacted the state's foundation aid formula, which uses criteria such as student need and a district's ability to raise funds to determine how much aid each district should receive.
To provide a foundation for this formula, we study an extension to the definitions of composition, weighted composition, and Toeplitz operators to include symbols that are multiple-valued functions.
