The woodworking program's current annual budget of $550,000 is financed by private and corporate foundations, city funds and cabinet sales.
Financing for the project includes private donations, grants from foundations, city and state contributions and an $18 million loan from North Fork Bank.
The result, no doubt, will be a flurry of lawsuits, filed by political parties, civil rights groups, conservative legal foundations, cities and suburban counties, each of them trying to compel or prohibit the government from using the population counts derived from sampling.
But the foundation and city officials countered that they had said no such things.

Jim Anderson, leader of the government innovation programme at the foundation, says: "Cities are already pioneering new programmes and policies, but we wanted to create a powerful incentive for cities to think bigger and bolder".
Further, he continued his predecessors' policies of encouraging the foundation of cities in his realm.
Annette Green, president of the foundation, says cities will someday develop "odor maps" to identify "problem areas".
