The Israeli government mounted a concerted diplomatic effort over the past few days against the resolution to forward the report.
The government tried to bring forward the reporting date of that inquiry to July 7 – but the move failed.
A vote to forward the report to the General Assembly will probably take place on Nov. 11, diplomats said.
"Going forward," the report states, "it is unlikely that the I.T. industry will be producing jobs gains out of line with its size.
"With rising costs and eroding coverage, much is at stake for the insured and uninsured alike as the nation looks forward," the report concluded.
"I'd forward the report to my folks and say you should have some of these things in the back of your mind," he said.
Moving forward, the report said that India needs to revoke the Armed Forces Special Powers Act, which allows soldiers to commit serious human rights violations, in order to tackle the culture of impunity within the country's defense establishment.
To move forward, the report called for a "fundamental change" in culture whereby patients were put first.
Varmus and his advisers accepted the recommendations, and Varmus announced that he would immediately forward the report to his boss, Secretary of Health and Human Services Donna Shalala, for implementation.
Looking forward, the report predicts that U.S. search ad spend will grow 10to15percentent for the rest of the year, and that tablet and mobile spend will make up 15 to 20percentt of the total pie by the end of 2012.
