Budget and legal constraints will weigh on South Korea even as it tries to move forward with the programme, space experts have said.
Justine Cawley, director of Elizabeth Care for 360 Forward, said the programme would create a career path from care assistant to nurse and beyond, with plans for postgraduate qualifications in the pipeline too.
The most intriguing experiment put forward by the programme sought to eliminate the element of deception: as part of a Harvard study, a woman named Linda was given pills to treat her irritable bowel syndrome, and was told upfront they were nothing but placebos.
"These agreements are a major step forward in the programme after a long and complicated journey," said South Wales Programme director Paul Hollard. "There is still much to be done to develop the detailed implementation of the future models of care.
It is understood that a-year-and-a-half before the whistleblower came forward and the programme was filmed, Mr Haigh and Mr Clarke were alerted to other allegations of serious abuse.
Italian Prime Minister Enrico Letta welcomed the agreement in Rome, saying: "The news arriving from Berlin overnight of a decisive step forward over the programme, the deal for a grand German coalition, to me seems to be positive news because a lot of time has passed and I believe that there is a need for a German government as soon as possible".
This might be because of expectations that come from the subjects looking forward to the programme or because they engaged in more exercise to start to improve their functioning before the intervention started.
The lenders also say Athens must bring forward the reform programme so it completes in 2022.
"I believe the European Council has the job, as the elected heads of state and government, to come together to recommend candidates who are capable of taking forward the reform programme that is necessary in Europe," he added.
