"There are indications that there is a general policy being drafted or formulated," said Ms. Feldman, the lawyer.
But one of the people briefed on the strategy, who insisted on anonymity because it was still being formulated, said the group intended to aim squarely at Mr. Christie's reputation as a corruption fighter by calling attention to his awarding of lucrative, no-bid contracts to friends to monitor companies as part of settlements in criminal cases.
