The sample is split according to the formality status of workers: wage employees receiving mandated benefits are formal workers, while wage earners not receiving them are informal workers.
But that is not right: consumption taxes are very high, and they hit informal as well as formal workers, and the poorest hardest.
But rather than a minimum safety net, social protection is becoming a powerful competitor to the official social-security system and one that will increasingly provide better health care for informal than for formal workers.
