HOUSTON — A year and a half after the federal government strengthened rules on the documents needed to enter the country, millions of people are still being allowed to enter without passports or other hard-to-forge identification cards, a government audit has found.

The technology could also be adapted to detect the forging of identification cards like passports or immigration documents.

Underpinning the scheme was a set of expertly forged fake documents: impressive identification cards, a bogus letterhead, falsified letters of appointment to government jobs.
