These guidelines have been issued pursuant to art. 4 of Directive 26th November 2009 n. 8, of the "Minister for Public Administration and Innovation", according to the Legislative Decree of 7 March 2005, n. 82, "Digital Administration Code" (O.J. n. 112 of 16th May 2005, S.O. n. 93).
Furthermore, an elite university for public administration, the École Nationale d'Administration, was established to train future state planners.
