The campaign group Privacy International said the ruling showed that despite this warning internal oversight failed to prevent the highly sensitive databases being treated like Facebook to check on birthdays, and "very worryingly" on family members for "personal reasons".
"While the FBI approval levels required by internal policy were not initially obtained, once discovered, corrective action was taken, non-compliance was remedied, and the oversight was properly reported through the FBI's internal oversight mechanism," it said.

"We take each report seriously, investigate the matter, address the issue, constantly look for trends, and address them as well - all as a part of NSA's internal oversight and compliance efforts," Mr DeLong said.
Regardless of organizational form, 80% have internal oversight boards of some kind.
