He said that in establishing such domestic legislation it made it impossible for the global talks to make significant progress in key areas.
"The battle is going to be tougher for the next global talks," said the delegate.
In the coming months, the administration will also have to devise a strategy for dealing with global talks to address climate change, which are already under way.
Jenny Banks, energy and climate specialist at WWF UK, the environment charity which provided the estimates, said: "When the government has been pushing for stronger climate action at the global talks in Lima, our big energy companies are preparing to bid for billions of bill payers' money which will be handed to some of the UK's dirtiest, most polluting power stations.
Alfredo Valladão, who holds the "Mercosur chair" at l'Institut d'Etudes Politiques, a French university, thinks Brazil will continue to press for concessions by rich countries at global talks.
Such a deal will not only help individual countries but set an example for global trade talks.
In previous rounds, the agenda for global trade talks was basically hammered out by America and Europe and presented to other countries as a done deal.
