The Nuclear Nonproliferation Treaty is arguably the most popular treaty in history: except for five states, every nation in the world is part of it.
State legislative elections results for five states are due to be announced on December 8, with polling in three of five states taking place after the Mumbai attacks began.
The club also sells awards for reaching certain milestones: an embroidered patch for five states; enameled pins for 25, 30, 40 and 48 states; and an engraved hardwood plaque for finishing all 50.
Among the contended provisions was a requirement that unions get written permission from members to use their dues for political purposes and authorization for five states to impose citizenship checks of voters.
"How are we going to pay all these security costs?" Jeff Morris, a Washington State lawmaker who helped develop security strategies for five states in the Pacific Northwest and nearby parts of Canada, said: "There is little financial support at the state level to get these activities together.
"That's the law of the land for five states that are in the 4th Circuit, North Carolina being one of those states," Battle said.
