The flow rate of a substance is measured by a turbine flowmeter, in which the revolutions of a freely spinning turbine immersed in a fluid are measured, while the viscosity of a fluid is measured by a number of techniques, including how much it dampens the oscillations of a steel blade.
He invented (1847) a device known as a kymograph to record changes in arterial blood pressure; a simple stromuhr (1867), or flowmeter, to measure the rate of blood flow through arteries and veins; and a mercurial blood-gas pump for the separation of gases from the blood, which led to an understanding of the role played by oxygen and other gases in the purification of blood.
The accidents occurred at the Hospital of St. Raphael when an oxygen flowmeter, a device used to regulate the amount of oxygen a patient receives, was incorrectly connected to an outlet providing nitrous oxide, a common anesthetic that is lethal in extreme doses.
A safety feature on the oxygen flowmeter was missing, allowing it to be connected to the nitrous oxide outlet, Dr. Charles Riordan, the vice president for medical affairs at St . Raphael said in a statement.
"Our preliminary assessment indicates that a combination of factors, including a faulty oxygen flowmeter, systemic failures and human error" contributed to the deaths, Dr. Riordan's statement said.
When the problem with the oxygen flowmeter was identified, it was fixed, and all other flowmeters in the hospital were checked and found to be in good working order, Dr. Riordan said.

The flowmeters are both pin-indexed and color coded, and doctors also monitor the gases patients exhale, he said.
Dr. Leape, a writer of a landmark study on preventable medical errors two years ago, said he often used oxygen and anesthetic mixups as examples of a type of error that is no longer possible, because the pins on the flowmeters were adapted several decades ago for that reason.
