The governors' association called the fiscal survey the most accurate gauge of the health of state budgets.
The National Council of State Budget Officers and the National Governors Association said in their June fiscal survey that 16 states were cutting their budgets this year and that "many states are facing a widening gap between revenues and expenditures".
Nineteen states reported negative budget growth in 2003, and the same number project overall budget decreases for the coming year; that is the most states since the twice-yearly fiscal survey began in 1979.
The slow recovery is uneven, the fiscal survey found: 21 states are still not collecting as much revenue as they did before the recession, and almost half are spending less than they did before the recession.
Recent data show that U.S. states estimate an additional tax take in 2003 of $8.3 billion, 2% of 2002 revenue, according to the November 2002 Fiscal Survey of States.
The data is part of the latest Fiscal Survey of the States, released by the National Governors Association and the National Association of State Budget Officers on Tuesday.
