In 1969 the IMF also began making loans available to countries having a balance-of-payments need in relation to the financing of buffer stocks under international commodity agreements.
While firms keep a cushion of their own money in client accounts to protect against market losses, they are not allowed to dip below that buffer to finance their own operations.
Many families are so desperate to avoid being evicted for rent arrears, or having their gas or electricity cut off that "they go without food and therefore see food banks as reintroducing that buffer in their finances which many have lost," the report's authors warn.
"The financing will serve as a cash buffer to support our continued growth, allowing us to scale," he said.
But the agency warned that banks would need a new cushion of financing on top of the current minimum levels as a buffer against higher losses if the economy worsened.
The Treasury select committee also urged the banking sector to scrap "unreasonable" penalty charges and introduce a £10 penalty-free buffer zone to help low-income households to manage their finances.
Banks closer to the regulatory limit are less likely to finance their growth based only on debt issuances compared with banks with a capital buffer over the minimum because this financing would deteriorate their capital ratio even more.
Instead, it will be bundled into Sainsbury's Bank, which can raise deposits to finance the loans cheaply, albeit only after a £100m reinforcement of the capital buffers.
