The study combined the official "homelessness acceptances" figure from last year (52,270) with the number of homelessness "prevention and relief" cases (227,800) - where councils had taken steps to tackle the problem.
By analysing official figures, it found visible forms of homelessness are also up, with rough sleeping rising this year by 6% in England and 13% in London.
Other charities argue these government figures severely understate the true extent of homelessness.
But the study argues that these official figures underplay the scale and complexity of homelessness in England because they do not capture the hundreds of thousands of people in housing crisis who are given informal help by authorities.
Health and wellbeing boards would have been one of the many agencies concerned by research released last week which estimated that official figures do not reflect the full extent of homelessness across England.
Jon Sparkes, chief executive of Crisis, said the report revealed "the true scale of homelessness in England, which headline figures no longer reflect".
Neil Churchill, deputy chief executive of rival charity Crisis, says: "Victor is the public face of homelessness - a very charismatic figure who will be a great loss to the sector".

As government figures do not include people who satisfy the legal definition of homelessness but who have not applied to be classified as such, it is likely that true incidence of homelessness is substantially higher.
