IFAB, which sees the four home nations and Fifa come together to discuss the laws of the game, recommended that two versions of goal-line technology be put forward for further trials - one from British company HawEye and the other a German-Danish system called GoalRef.
"It's one of those bizarre things that Fifa have put together, to put an international fixture at the end of the transfer window with all the international players being away," he said.
Henry is a member of the UNICEF-FIFA squad, where together with other professional footballers he appeared in a series of TV spots seen by hundreds of millions of fans around the world during the 2002 and 2006 FIFA World Cups.
"Russia, the host cities and Fifa have been working together to prepare a successful tournament in 2018, when fans from all over the planet will come together in the world's biggest country for the 21st global showpiece," he said.
Simon Burnton argues that it's time that Fifa got its act together about serial divers.
"Together with FIFA, we are studying remedies, but measures can already be taken to ban the international transfer of minors, even within the European Union.
He said that one idea included in the presentation was to divide the groups so that clubs next to one another in the Fifa rankings were grouped together, while another version envisaged a geographical structure.
To assess the extent of the ban, BBC Sport sent a list of more than 20 scenarios together to Fifa, as well as the FA, the PFA and Liverpool.
Talks with football stakeholders - such as leagues, players' associations and clubs - together with Fifa's business partners and TV companies will take place between January and August next year.
"It makes perfect sense that these three dynamic partners – FIFA, UNICEF and MTV – would come together to produce a compelling and exciting campaign for the world's biggest sporting event, to raise awareness about the power of football to create a better world for children," said UNICEF's Sport for Development Officer, Alison Qualter-Berna.
