But either way, with the fiscal crisis behind them, and few if any cutbacks to really fight over, the tax issue is likely to be the most divisive budget matter to come between the two leaders, each of whom would like to be elected mayor in 2005.
One is faced with paper work, endless cutbacks, few resources for some, long hours, little to no guidance, hierarchical pressure, deadlines and on and on.
