JUST as NATO's leaders were beginning to crow, a little too triumphantly, about signs of disarray in the leadership of their enemies, Slobodan Milosevic cracked the whip and sacked Vuk Draskovic, a sort of kamikaze figure in Belgrade's murky politics, from his job as deputy prime minister of Yugoslavia, the federation that includes little Montenegro as well as Serbia.
The agreement between the A.F.L.-C.I.O. and Change to Win — a rival federation that includes service employees, the Teamsters and carpenters — will center on a new approach to future immigration, a compromise in which an independent national commission calibrates the size of temporary-worker programs each year, based on conditions in labor markets.
In 85 years, ANSI has grown into a unique and diversified federation that includes industry, standards-developing organizations, trade associations, professional and technical societies, research centers, laboratories, government, and labor and consumer groups.
Those fifteen million Americans were the members of the A.F.L.-C.I.O., a federation that included nearly every union in the land.
"We feel it's unconscionable for a New York Democrat to be voting for Cafta," said Greg Tarpinian, executive director of the Change to Win Federation, a group that includes teamsters, carpenters, farm workers, and Unite Here, the union of hotel, restaurant and apparel workers.

"We're going to organize in the basic industries of our unions: construction, hospitality, health care, retail, food production and manufacturing," said Tom Woodruff, director of strategic organizing for Change to Win, a federation of seven unions that includes the Service Employees International Union, the Teamsters and the United Food and Commercial Workers.
The foundation spent $28,700 last year, $20,000 of it on travel, meetings and conferences and $3,150 on civic donations that included $250 each to the Early Childhood Federation and the YMCA.
As the federation has 13 million members, the action will raise nearly $6.5 million a year for efforts that include voter turnout, lobbying and educating workers.
