Tomlinson is a former chemistry teacher who worked in schools in Nottingham and Ashby-de-la-Zouch, Leicestershire, for 12 years, and he approaches the task of putting Birmingham's schools to rights as he might a familiar laboratory experiment: methodically and soberly.
