The councillor, of High Street, Gorleston, denies several counts of making a false statement in nomination papers and making a false instrument with intent.
A 38-year-old man was also arrested in Tower Hamlets in connection with an allegation of potentially false declarations on nomination forms on 13 May.
Mr Smith, 27, admitted a charge of allowing a false signature on a nomination paper.
"If a candidate subject to this disqualification has not otherwise publicised the fact and is prepared to make a false declaration in his or her nomination, there is no obvious mechanism by which the candidate's disqualification can be operationalised".
Blaine had denied any interest in the nomination months before his resignation, but some of his friends, including Senator Matthew Quay of Pennsylvania and James S. Clarkson, chairman of the Republican National Committee, took it for false modesty and worked for his nomination anyway.
They concluded that Stein had "improperly manipulated the process" and "created the false appearance and illusion" that his nomination was the idea of Bruce McNall.
"We stress that if Mr. Alter's nomination were derailed by these false allegations, the loss to the federal judiciary and to the public would be significant," the letter said.
Jackson withdrew his nomination on Thursday, citing how the "false allegations have become a distraction for this president" among his reasons.
His last two films notched up 13 nominations and three wins between them and after some false starts, his next finally went into production last month for a speedy release later this year.
