In order to provide a comprehensive account of how health facility charters are received by local users, a mixed methods approach was adopted.
Some respondents questioned why the facility charters only provided information about services offered and their associated costs, without revealing expenditure details for the money collected.
From the study it is clear that awareness of facility charters was relatively high (66 %), suggesting that, with more civic education and enhanced service provider responsiveness, charters can be a useful platform for enhancing accountability and user engagement in health facilities.
