The most common form of exploitation reported is sex trafficking, with labour trafficking next.
What many of those we spoke to in Ireland during the year-long investigation found hard to accept was that some of the exploitation reported to us might be a problem of slavery, although human rights groups and the seafarers' union are convinced that is what it is.
The two most prevalent types of exploitation reported were sexual exploitation, which accounted for 35% of the potential victims, followed by labour exploitation (23%).
Although many labour hire agencies did not engage in "outright exploitation", the report found workers were still more susceptible to "differential treatment in respect of issues like health and safety, dismissal and rostering" compared with other employees.
