Since its first edition in 1982, Change and Continuity has been known for offering the best analysis and explanation of voting behavior in recent elections and setting those results in the context of larger trends and patterns in elections studies.
But as explanations of voting must be submitted before the report is fully discussed in the House, it is often the case that a written explanation of voting is submitted, if it is known, for example, that the vote is to take place at Thursday lunchtime.
Arguing that current explanations of voting behavior are ill suited for most local contests, Eric Oliver puts forward a new theory that highlights the crucial differences between local, state, and national democracies.
