The shadow housing minister, John Healey, who commissioned the review, said it was an "unprecedented analysis" of the housing market – including expert submissions from a wide range of relevant organisations.
But between and sometimes within expert submissions, there was a lack of consistency in the definition and boundaries of the concept of mental capacity, and the interface of capacity with other areas that might have a bearing upon its determination, particularly motivation, voluntariness, autonomy, rationality and the presence and severity of mental disorder, specifically depression.
The traditional method, in which independent experts evaluate a submission, often under a veil of anonymity, can take months, even years.
Commissions and inquiries into tough social challenges often follow a common formula: smart people, analysis of issues, public submissions, expert consultations and roundtables.
If an efficient system for expert review of submissions were developed, then input from a variety of sources, such as researchers interested in a group of genes across many species, undergraduate annotation projects, and even specialist crowd-sourcing, could be encouraged.
Federal and private security experts said that the submission for review was belated and that it was highly likely that people other than the author -- like his co-author and his editor, among others -- had seen the manuscript.
And 500 volunteer experts read the submissions for accuracy, rejecting about 2 percent.
"Our submission contains independent expert medical opinion which we feel highlights deficiencies in the examination to which Gen Pinochet was subject," he said.
However, this kind of issue could be easily corrected by obtaining appropriate expert statistical review prior to submission.
